night, $40 cut you in the door and this is where this 23-year- old spent the evening with a bunch of his friends around. 12:30, he separated from his friends and was never seen again. his body was found a day later stuck inside this building's ventilation unit. >> i was sleeping on an air vent in the living room and i heard voices in the air conditioner. >> for two days, residents have noticed these yellow fliers and are now shocked to hear the tragic outcome. >> it is just tragic. the young man is 23. >> we spoke with his mother who was too distraught to talk on camera. she told us over the phone that our hearts are broken. >>he lived in clarksburg, maryland and started new year's eve here but walked two blocks to the apartment building.

police are investigating if foul play or alcohol were involved >> i don't think i have ever done anything as stupid as climbing on a route but i imagine it could happen to somebody. >> residents said they noticed people going up and down fire escapes. >> and then i heard a long, loudest sound like scraping. >> residents of this apartment building say there is no rooftop patio and there was definitely no party that night. police are still trying to figure out how and why he ended up on the roof. >> thanks so much. crews are still hard at work this man after a water main break on wisconsin avenue. it turned out it might still be awhile before the road is back open. >> a section of wisconsin

avenue was narrowed to one lane as crews worked to fix a ruptured water main. >> this is crazy. >> the washington suburban sanitation commission said that -- say the pipe broke around 7:00 last night and water began filling up the road. once the water was shut off, crews worked more than 12 hours to find and fix the broken pipe. customers were never without water but it caused some traffic tieups. >> i will be laid. i will have to -- i will be late. >> some of that water could freeze. one driver said it caused him to lose control of his car. >> i did a 180. a guy came to help me and before he could continue, he had the same ice patch. >> wssc said the age of the pipe

and the cold temperature could be to blame for the breaking crews hope to have the road back open before the evening rush. >> meanwhile, there was slow-moving traffic in arlington this morning due to ice on the road. that made it difficult for drivers in clarendon to get up the hill on washington boulevard. there was a two-car accident on that same scene but police say was not because of the ice. crews blocked off the slickest area and no one was hurt. >> we have a stretch of dry weather on the way but it comes with dropping temperatures. let's check in with brian van de graaf. >> there is -- there was a chill in the air this morning and some spot to dip into the teens. clouds kept temperatures and getting even colder outside, we see some of the high clouds and

some blue skies. it is still only 35 degrees downtown. 35 in lexington park. it as we go into the afternoon, we will peak near 40 and clouds will decrease and then slip into the 30's tonight and into the 20's through the overnight. a good percentage of the nation is cool if you are going to travel. only 56 in san francisco. one spot that is one is in southern florida. we will bring of the latest on the seven-day outlook and look ahead to the weekend coming up. >> thank you. it is the first step toward normalcy for the students of sandy hook elementary. today is their first day beckham class since the december 14 shooting and the milestone has taken a lot of preparation. >> school buses took students back to sandy hook elementary this morning.

it is a different building with a new look. volunteers and staff of transforming old middle school into a new sandy hook, replicating classrooms from the old building. >> at one point, there were 80 people in the building cleaning up the building and doing the kinds of things like painting to make it look cheerful and happy. >>aaron milgrim followed her children's bus to school even though this building is considered the safest school in the country. >> i haven't gotten to the part yet about not being with them. i just need to stay with them for a while. >> she was in one of the classrooms on december 14 and was held a hero for hiding her students in a bathroom as the gunmen entered the school. they give thanks to this teacher for saving their jaws like that they are dealing with explaining to their first reader why so many of her friends will not be

coming back.she will see some on the bus but some will be missing. >> two familiar faces are welcoming students back to sandy hook, the first is the school mascot, shelley the turtle and the second is the former principal who retired from sandy hook back in 2010. she is returning after the pre -- yet the principle was killed in the lab -- in the massacre. >> families of victims in another shooting are shocked after what they are calling a thoughtless gesture. the movie theater in colorado where 12 people were killed invited family members to its reopening. families were asked to attend an evening of remembrance followed by a movie but they say that is the last thing they would want. >> that is one of -- the most horrible things that i could do to honor his memory is to go sit in a theater where he died and

watch a movie. >> prosecutors will outline their case against james holmes and decide if there is enough evidence to go forward with the trial. >> on capitol hill, the 113th congress is being sworn in. the new session includes a handful of new lawmakers. some might be happy to see a change in the last session, the new faces will mean delays on port legislation the $60.4 billion in aid for her consent to victims where they have to restart the process from the beginning. >> the house of representatives also collects its speaker of the house today and john boehner is expected to keep the title. several big challenges have tested his leadership. late last month, the bill to get conservatives on board with his plan b to avoid the fiscal cliff failed. he lost fans on both sides of the aisle after not allowing a vote on the super storm sandy aid package. >> the rug was pulled out from

under us. it is indefensible. >> republican leadership has turned their backs on new yorkers. >> john boehner has caved and said the house will vote tomorrow for the affected region. >> d.c. congresswoman eleanor holmes norton is taking to the house floor today to demand that the house restore d.c. pause right to vote in the committee of the whole. the new rule denied the district that the vote even though eleanor holmes norton said she sent a letter to house speaker john boehner asking to be included. >> there is growing opposition to an unpopular decision at the university of virginia. arlington county senator says that reinstating the rector is the wrong move. she was a member of the board of visitors during the failed

attempt to oust the university president. >> federal officials have unveiled the results of a major operation that identified and rescued sexually exploited children worldwide. a news conference was held this morning at the u.s. immigration and customs headquarters in southwest d.c. officials asked for the public's help in a number of unsolved cases involving the exploitation of children. we will let more on this story coming up tonight at 5:00, in just a few hours, a virginia man cleared of a murder conviction could be free. he spent 11 years on death row for drug-related murder in prince william county but a judge threw out the conviction and ruled that he could not be retried on those charges. a host of prosecutors including the virginia attorney general wanted to try him on separate trials but that did not move forward unless the federal appeals court stepped in, he will be released tonight at 5:00. >> d.c. leaders will hold a news conference later this afternoon

if you join an association, you play by the rules. >> he said he waited until the current football season was over because he did not want to interfere with the team's momentum. >> even though a fiscal cliff deal has been reached, you could see later tax returns this year. the irs has released a statement saying it is reviewing the details of this week's tax legislation and and figuring out how it might affect filing this year. several lines are listed as reserved. that is something the irs says it's a place holder for fiscal cliff provisions. >> would there are growing concerns over cell phone privacy. a new application is becoming popular called snapchat. it is designed to share pictures and video. some experts warned that the self-destruct in images might

ijamsville. there is a thin veil of clouds southward and we are seeing more and more blue in maryland this morning. we will continue to see that breaking through but i want to find the coolest numbers this morning. it got as low as 15 out of winchester. 32 degrees in gaithersburg right now were they were 17 this morning. it was pretty chilly out there and temperatures are slowly climbing, upper 30's to near 40. 34 degrees right now in manassas. it will be a brisk afternoon. the clouds have been drifting south but-clouds are overhead

that we will continue to decrease and we will see more in the name -- in the way of sunshine. we're in between two systems. we should get more of a clearing pattern through the afternoon into the evening. it should be a fairly clear latter half of the day and tonight clear and cold with temperatures back into the 20's. it will be downright cold again tonight and another school day tomorrow with a cool breeze. there will be a decent amount of sunshine tomorrow. the sun goes down tonight at 4:59 and tomorrow it will be 5:00. that runs all the way through next week. we gained about 38 minutes of daylight between now and the end of january. the clouds continue to break through the sunshine for the remainder of the opera -- afternoon a chilly evening and downright cold tonight. widespread 20's across the area
